Orkney Islands Council has awarded a £6m pre-construction contract to a joint venture between Spanish contractor Acciona Construcción and Welsh civil engineering firm Jones Bros for the first phase of its harbour expansion.
The deal covers Early Contractor Involvement (ECI) services for the proposed Scapa Deep Water Quay (SDWQ), located between Kirkwall and Holm on the east side of Scapa Flow. It was let through a competitive dialogue procedure, with three bids received.
The contract was signed on 6 March and is expected to be administered under a NEC4 Professional Services Contract. ECI services will include design development, cost planning and statutory consents. A future construction phase may follow, subject to council approval.
The wider SDWQ scheme would deliver a 600-metre quayside, supporting offshore wind logistics and floating turbine integration. The new facility is intended to address current capacity constraints and accommodate larger vessels.
The total estimated construction cost for the full scheme is £200m.
The client said it will consider a design-and-build contract under NEC4 or a build-operate-transfer contract for the second stage of the programme.
The project forms part of the Orkney Harbours Masterplan Phase 1 and is not funded by the EU. The site lies around 4km south of the existing Scapa pier and 1.1km west of the A961 road, on agricultural land.
